Your question: The non-Osiris kids and their parents were at the resort too, only those kids didn’t matter to Eli and the group because they weren’t in any danger. The parents, however, were guilty of taking part in the Osiris experiment, even though they didn’t parent a clone. They still shared the guilt and had to hide away with the rest of Serenity. And their kids, of course, went wherever the parents went.
