Good question. Moving the people of Serenity was necessary. Osiris could not know that the escaped clones wouldn’t be coming back to town with the police, or FBI, right? Human cloning is highly illegal. But they still wanted to try to save Project Osiris. So they left Serenity and relocated to the island resort to wait it out and see what was going to happen. They were hoping that the Purples would be able to capture the escapees and bring them back. Then they would all return to Serenity and continue the project. But they’d created masterminds, and those masterminds were too smart to let themselves get recaptured!
