Well, let’s consider that. What if the law is after Hammerstrom because the escapees have found the courage to tell their story to someone in authority who will listen? It’s necessary to stop the “bleeding” first, or the experiment is in permanent peril. For one thing, the escapees’ genetic heritage makes them dangerous to Serenity and the whole project, including the perpetrators. The whole thing definitely has to shut down until the leak is plugged.
