What year is Notorious set in, where ZeeBee can't get a plan with unlimited calls/texts between Canada and the US? $2 a minute is some 1990's nonsense!

The cost of the inter-country call was meant to be peculiar to the island, which is in the middle of a border river, 1/2 in the USA and 1/2 in Canada. And you're right. The island would be just about back in the 1990's, or even earlier, and will probably stay that way!
